Ciaran Martin is a British professor and former civil servant, internationally recognized as the founder and first Executive Director of the UK’s National Cyber Security Centre (NCSC). His career is a clear example of a life dedicated to public service, marked by a fundamental shift in the country’s cybersecurity strategy. With an approach that combines intellectual rigor with practical threat management, Martin has established himself as one of the world’s leading authorities on cybersecurity policy.
His extensive 23-year career in the British civil service included senior roles at Her Majesty’s Treasury (HM Treasury) and the Cabinet Office. Between 2011 and 2014, he served as Director of Constitutional Affairs at the Cabinet Office, a key position that involved negotiating the terms for the 2014 Scottish independence referendum. His experience in security and intelligence, where he served as Director from 2008 to 2011, prepared him for his next major challenge.
Martin’s most notable achievement came in 2014, when he took on the role of Head of Cybersecurity at the Government Communications Headquarters (GCHQ). He was the driving force behind the creation of the NCSC within GCHQ, an initiative adopted by the government in 2015. Martin served as the NCSC’s first Chief Executive from 2016 to 2020. Under his leadership, the United Kingdom rose to the top spot in the International Telecommunication Union’s Global Cybersecurity Index, managing critical incidents such as the 2017 WannaCry attack.
Since September 2020, Ciaran Martin has been a Professor of Public Sector Management at the Blavatnik School of Government at the University of Oxford. He also advises several private-sector organizations on cybersecurity strategies. His legacy—for which he was appointed a Companion of the Order of the Bath (CB) in 2020—is marked by his success in demystifying cybersecurity and fostering a more proactive and collaborative relationship between government and industry.
